Exceed Academies Trust Consultation: Proposal to relocate Bradford Alternative Provision Academy Cityview

Exceed Academies Trust is inviting parents, carers, local residents and stakeholders to share their views on a proposal to relocate Bradford Alternative Provision Academy (BAPA) Cityview to a new site.
Background
Exceed Academies Trust works closely with the Local Authority (LA) to support children and young people requiring alternative provision and those with an Education, Health and Care Plan in order to give them the specific targeted support that they both need and deserve.
Bradford Alternative Provision Academy (BAPA) provides a safe, secure and inclusive learning environment for young people referred following permanent exclusion from school. It engages all learners to gain knowledge, skills and attitudes that support progress in education and society in order to improve life chances.
BAPA comprises of five sites: Aireview in Saltaire, Jesse Street in Fairweather Green and Cityview in Bowling, along with two satellite sites (The Loft and the Bungalow) based at Holybrook Primary and Bowling Park Primary. These sites work closely together to offer the best service for young people, families and schools.
Places are commissioned by the LA to deliver sixth day provision for permanently excluded young people. Pupils attending BAPA will be given an offer that best meets needs. To view these offers please visit:

Why Are We Consulting?
If an academy trust wishes to make a significant change to one of its academies, it is required to make a significant change application to the Department for Education (DfE). A significant change is defined as one that may have an impact on the local school environment, through changing the number and/or type of school places and/or where they are offered. Before such an application can be submitted, a fair and open local consultation with all relevant stakeholders is required.
What Are We Consulting On?
Cityview was established in 2025 in response to an increased need for alternative provision in Bradford. However, its current location on the site of the former Bradford District Pupil Referral Unit (PRU) site at Anerley Street, BD4 7SY was only intended to be a temporary arrangement until a longer-term solution could be found.
This consultation is intended to gather views on Cityview relocating to the former Holmewood Children's Centre at Haslemere Close, Bradford, BD4 9EB.
No change to capacity is being proposed, the 32 places delivered at Anerley Street would be delivered continued to be delivered at the new site.
How will this be achieved?
If the proposal is supported by the Regional Department for Education Directors, BAPA Cityview will move to the new site once works are complete in 2027.
The Local Authority will support this proposal by leading and funding works at the former Holmewood Children's Centre to make the site suitable for Alternative Provision.
